What this means for your study plan
- Time per question: about 1.8 minutes each (240 minutes ÷ 130 questions). Practice at that pace.
- Both portions count: you must reach the pass mark on each portion — a strong national score does not make up for a weak Oregon score.
- Where people lose points: math word problems, wording traps (NOT/EXCEPT), and state rules that differ from the national rule. Our formula sheet covers the math.
- Good to know: Fingerprints taken at PSI after passing. Exam scores must be used within 1 year. Fail one section -> retake only that section.

A town's zoning code allows clubs and meeting halls in several districts but bans houses of worship everywhere in town. Under federal law, this code:
- Violates RLUIPA's bar on excluding religious assemblies
- Is valid, since zoning is an exercise of the police power
- Is valid if the town pays each congregation compensation
- Is valid, since religious uses are not land uses at all
Answer: A. RLUIPA prohibits a land use regulation that totally excludes religious assemblies from a jurisdiction or unreasonably limits them. It also bars treating a religious assembly on less than equal terms with a nonreligious assembly. A code that allows secular meeting halls but bans all houses of worship violates both rules.
